What is JBIMA0201 (the error message) mean?

I've got a customer bug (http://www.netbeans.org/issues/show_bug.cgi?id=78052) that has an appserver log containing, among other things, this error:

JBIMA0201: getComponentByName: Lookup failed for "com.sun.jbi:ComponentName=JavaEEServiceEngine,ControlType=Lifecycle,ComponentType=Installed,JbiName=domain1_at_localhost,*".
Is Java EE Service Engine installed false

(Complete server logs are in the bug report, if interested)

What does this mean and why would it happen? Could it subsequently cause deployment of JavaEE5 web service endpoints to fail?

BTW, I didn't find any JBI error messages in the error message document for SJSAS 9. Is this an omission?
