Looks like the i18n code is broken somehow. The output is just the
message keys (output below). In a newly-built workspace, I see the same
thing:

So the test is looking for some specific output, and it's not getting
the right text. Since the problem isn't related to the GMS code in
there, I'll have to punt to whomever last changed the way we do i18n.
Simple way to test: run get health on a non-existent cluster and it
should tell you something more useful than "remote failure:
get.health.noCluster."
The class is GetHealthCommand in v3/cluster/admin.
