Admin DevTest Cleanup

There are a group of classes in the Admin DevTests folder that are *not*
part of the test runs. In fact - they could not run because the IMQ
classes they depend on are *not* in the classpath for the tests. Why
are they here? It's annoying because they always show up with a ton of
errors in NetBeans.

I laboriously discovered that the classes they need are under
<gf-install>/lib/install/applications

The only idea I have is that these tests are run manually -- and the
required classpath is set in that particular users environmental CLASSPATH

I'm going to move them into a new folder named "junk" for now:
