Yes a bug was filed and I fixed it.  It should delete xxx if it has no other instance dirs in it.  O/w it is a bug.

I asked a similar question. I believe the answer is that delete[-local]-instance should delete the node directory when it deletes the last instance on the node, for symmetry with create[-local]-instance, which creates the node directory when the first instance is created on the node.

I might have even filed an issue for this change, but my recollection is uncertain.
