  stop-domain on a stopped domain is a success.

stop-cluster on a cluster that is stopped is a failure. (probably
because stop-instance failed).

BTW, stop-instance is outputting a message key (stop.instance.notRunning).

IMHO, stopping something that is already stopped should print a warning
and exit successfully.
