  The admin devtests are working again on Windows. A new job has been
set up on hudson.sfbay called admin-devtests-v3.1windows. It is
triggered by the completion of the admin devtests that runs on Solaris.

The backup tests are still commented out until issue 13225 is fixed.

Thank you to everyone who fixed bugs related to running on Windows.
