No, they are different. They just start one single domain that you ask
them to start and they are only a shortcut to asadmin start-domain command.
These two commands were in GFv2 and previously and were used to start
all the domains in a particular parent folder (As such they do have some
utility in a case where a developer owns all the domains in a folder and
wants to start/stop all of them at once). Essentially they are a shortcut
to repeated invocation of asadmin start/stop-domain domain-name.
