Yes, that is correct. We don't have a command that list the referrers
to find out the targets.
The only way to do that is using the list/get dotted-name commands.
To find out if the resource is referenced by a target is
"list-resoure-ref <target>". But this way only tells you if one target
is referencing the resource.
If there's a RFE for this feature then we should do it for application
reference as well.
