Well, that needs some discussion. However, PE setupsdk installer will always
create a domain with developer profile, by default. EE setupsdk installer and
JES installer will create a domain with enterprise profile. In other words,
people won't find out the difference if they are used to thinking like PE
and EE.
For any new users, they should be directed towards thinking the profile
way. That's a bit of challenge, but we should be doing it that way.

How does that matter?
Clusters are clusters, aren't they?
In other words, when you create a domain with cluster profile,
asadmin create-cluster will work as expected.
BTW, if you read closely, in my view, cluster profile is just a
stopgap arrangement. I see no reason why developers should not be
able to create clusters.
Please go through the one-pager. I have dealt with this particular
issue in some detail.
