After some hiccups, the public draft is now available on the JCP site:

The review ballot is open until March 4th.

We've also switched to JCP version 2.9. The only change from JCP 2.8 to
2.9 was the merging of the Executive Committee (as that merge had
already happen, our JSR is effectively already operating under JCP 2.9
anyway).
